摘要
"严打"是一定时期刑事政策的需要。然随着时代的进步,"严打"在理论与实践上越来越表现出与刑法等法学基本理念的冲突。我国应当尽早出台更为科学的刑事政策。
It is necessary to implement the penal policy of 'Severe crackdown on crimes' in certain period of time in our country. However, as time goes by, there appear more and more conflicts between 'Severe crackdown on crimes' policy and the primary principles of criminal law in terms of both theory and practice. A more scientific and reasonable criminal policy should be formulated as soon as possible.
