“十六大”提出的“全面建设小康社会”的目标,是对传统的社会主义理论的突破与发展,而全面建设小康社会的关键在于“三农”问题的逐步解决;同时,围绕全面建设小康社会目标,还要深化分配制度的改革。

The Communist Party of China has given us the aim of all-round building the well-to-do society at Sixteen National congress, this is important development to traditional socialist theory. The key of building a well-to-do society lies in resolving the questions of agriculture, rural areas and peasants, at the same time, we have to deepen the reform of distribution.
