In the new era,medium and small-sized college libraries can develop only through the following ways:getting rid of those old thoughts and adopting progressive ideology, putting an end to the backword managerial system,and establishing a scientific and efficient competition and stimulation mechanism, and strengthening the librarians' qualificatians both in ideology and profession through different ways.
