摘要
针对当前土地利用规划与城市规划的编制与实施之间产生的矛盾,根据规划及社会经济发展的基本原则,探求“两规”协调的理论基础和法律依据,在此基础上,寻找“两规”协调的切入点,并提出了相应的解决措施。
This paper focuses on the disharmonyconditions happened in compilation and implemen-tation between land use planning and urbanplanning, and tries to find the theoretical bases andlegal grounds according to the basic principles ofplanning and social economic development. On thebasis of analysis above, the author puts forward thecorresponding settlement measures.
