要实现中共十六大报告提出全面建设小康社会目标之一“基本普及高中阶段教育 ,消除文盲” ,加大对西部民族地区的教育投入是最基本的措施之一。从现在开始 ,不能放弃对每一个适龄儿童的教育和培养 ,普及高中 ,消除文盲的目标才能实现。
