河北省“96·8”抗洪对海河防洪治理的启示

Revelation of“96·8” flood fighting in Hebei Province to the Haihe River flood control management

在简要介绍海河南系“96·8”暴雨洪水状况基础上,阐述了毛泽东1963年11月“一定要根治海河”题词以来建设的防洪工程在抗御“96·8”洪水中发挥的巨大作用。针对海河流域政治、经济、人口、资源的巨大变化,从调整治水思路、完善防洪规划、健全工程体系和建设非工程体系4个方面提出了对海河流域防洪治理的设想。

Based on the brief introduction of'96·8'rainstorm flood in the south system of the Haihe River,the paper expounds the immense functions of flood control projects in fighting'96·8'flood,which were constructed since Chairman Mao's inscription of'The Haihe River must be brought under permanent control'in November1963.Aiming at the enormous changes of politics,economy,population and resources in the Haihe River Basin,the paper brings forward the envisagement of the Haihe River Basin flood control management from four aspects of adjusting water management conception,improving flood control planning,perfecting engineering system and constructing non-engineering system.
