贵阳市流动人口计划生育管理与考核模式的探索与实践

Probe into and Practice the Management and Evaluation Model of the Planned Birth for the Mobile Population in Guiyang

以现居住地为主的流动人口计划生育管理与考核模式探索是近几年来人口问题综合治理的热点与难点。作为欠发达省区中心城市之一的贵阳市在这方面作了大量富有成效的工作。文章在论述贵阳市流动人口特点、管理与考核模式基础上,重点对改革管理与考核机制模式及其实践所产生的成效进行了分析和总结,并提出了与时俱进、不断完善管理与考核机制的建议措施。

In the recent years, it has become a hotspot and difficult point of synthetic administration to probe into the management of the birth control of the present mobile population and into its evaluation model. Guiyang, a central city of Guizhou - an underdeveloped province, has done much effective work with the model. Based on a description of the characteristics of the mobile population in Guiyang, the management and the evaluation model, the present paper analyzes and sums up principally the management and evaluation mechanism of reform and their effects, and provides certain measures to improve the management and evaluation mechanism which evolves with each passing day.
