注重党的制度建设,是邓小平执政党建设理论的突出特点和重要内容。在党的历史上,邓小平第一次把党的制度建设提到"关系到党和国家是否改变颜色"的高度。邓小平在领导建立健全以党章和民主集中制为核心的党内制度体系的同时,主张对不科学和不适应新形势的组织和领导制度进行改革,并为党的制度建设提出了一系列正确的途径和原则,从而为改革和完善党的领导方式和执政方式奠定了理论基础。

Attaching great importance to the building of the Party's system is the outstanding feature and main content of Deng Xiaoping Theory about the Party building. In the history of the Chinese Communist Party, Deng Xiaoping is the first one who regards the system building as an issue that has 'a close bearing on whether the Party and the country will change their political color'. While adhering to the importance of setting up a series of systems within the Party by focusing on the perfection of the Charter of the Chinese Communist Party and the democratic centralism, Deng Xiaoping insists on the reform and improvement of the leadership and organizational system which are not scientific and are out of date, so as to lay a solid theoretical basis for the reform of the Party's leadership and governance.
