文明,从广义讲,包括人类在社会历史发展进程中创造的各种成果和财富的总和。人类社会的发展和进步,从总体上讲,是经济、政治、文化形态的有机结合、互相作用的统一体。与之相适应,人类文明也是一个有机系统,包括物质文明、政治文明和精神文明三个方面。在政治领域中创造的财富,主要表现为社会政治制度和政治生活的进步即政治文明。党的十六大报告指出:"发展社会主义民主政治,建设社会主义政治文明,是全面建设小康社会的重要目标。"这是党的代表大会的报告第一次明确地提出建设社会主义政治文明的任务。这与党的基本路线中规定的建设富强民主文明的社会主义现代化国家是一致的,是中国特色社会主义理论的一个重要创新。

Civilization, in its broad sense, is the summation of all achievements and wealth created in the whole process of human history. Generally speaking, the development and progress of human society is the combination of economy, politics and culture as well as the integration of their interaction. As a result, human civilization is a system consisting of material civilization, political civilization and spiritual civilization. The achievements made in the political world are mainly represented as social political systems and political progress, i.e. political civilization. The political report of the 16th National Party Congress points out: 'It is a fatal objective in building a well-off society in China in an all-round way to develop socialist democratic politics and build a socialist political civilization'. It is the first time in the reports of the National Party Congress that has for the first time set up a clear task in building a socialist political civilization. This is consistent with the regulation, in the Party's cardinal line, of building a wealthy, democratic and civilized modern socialist country, and an important innovation in the theory of building socialism with Chinese characteristics.
