Study on Exchange of Used Right of Contracted Land of Farmers in Shanxi Province

山西农户土地承包使用权流转,对发展农村经济已发挥着重要的作用。由于土地承包使用权流转是各地农民的自发创造,土地流转过程中存在许多违背农民意愿、损害农民利益的问题。为了促进土地流转合理、有效、健康发展,提出加强衣村土地政策的宣传;落实土地承包期延长政策;规范和完善土地流转制度;加强承包地使用权流转的指导与管理等思路。

It's important to exchange the used right of contracted land in Shanxi for developing the countryside economy. The exchange is created spontaneously by farmers. There are'so many problems that are against farmers aspiration and damage their interests. To ensure a rational, effective and sound land exchange, some suggestions are put forward like giving wider publicity to the land policy, carrying in to effect of the prolonged contracted land, standardizing the exchange system and providing more guidance and regulation.
