摘要
从发挥科技人才在科技强军中的作用的战略高度 ,结合实际 ,提出了在人才培养、使用和管理上应处理好 4个关系 ,即正确处理自身培养与引进交流的关系 ;正确处理整体培养与重点培养的关系 ;正确处理严格管理与大胆使用的关系 ;正确处理按劳分配与按生产要素分配的关系。
In order to give full play to scientific personnel, the article put forward the four relationships which need to be carefully dealt with concerning the training, employment and management of scientific personnel: the relationship between in-house training and outside introduction; the relationship between overall training and focal training; the relationship between strict administration and bold employment; and the relationship between distribution according to work and distribution according to essential factors of production.
