数字图书馆建设主要有4个要素,它们互相制约,互相联系,共同构成了数字图书馆运行的动态过程和静态结构,为此,我们在建设数字图书馆时必须根据自身的工作特点和条件,采取有效措施,有步骤、分阶段进行,这是建设数字图书馆的有效途径。

The construction of digital library has four factors, the mutual restriction and connection of which constitute the dynamic process and static structure for the operation of the library, therfore we must adopt effective measures to construct the digital library step by step and stage by stage according to the features and conditions of ourselves' work, which is the effective way to construct the digital library.
