This paper analyzes the important significance and countermeasures of expanding the proportion of middle class, and points out that the expansion of the proportion of middle class must establish the principle of the rule for distribution of production factors based on the contribution, strengthen the education and training for lower class, accelerate the progress of urbanization, and improve the social protection.
