Analysis on the Necessity of Pollution Dealings Based on Economic Principle

针对我国控制污染方法存在的问题,提出控制污染新的思路———污染交易,采用环境经济学原理分析了其必要性,同时提出实施污染交易必须具备的条件和基础。

In the light of the problems existing in the methods of pollution control, this paper puts forward a new idea of pollution control, pollution dealings, analyzes its necessity by using economic principle, and puts forward the necessary conditions and foundations for carrying out pollution dealings.
