统治和治理是管理图书馆事业和机构的两种基本机制,促成管理图书馆范式从“统治型”向“治理型”的转变是新公共管理运动的客观要求和图书馆事业发展的必然趋势。

Government and Governance are two fundamental mechanisms to manage libraries and librarianship. It is the need of New Public Management and the trend of librarianship development that the management pattern transforms from the Government to the Governance.
