摘要
从水资源费的合理征收、地区间及地区内水权交易、中水资源交易以及排污权交易等5个方面分析了济南市的水权市场问题,指出了通过建立水市场,进行水权交易来重新配置水资源是缓解济南市水资源短缺的最有效途径之一。
Based on the analysis of standards of reasonable water resources charge , water right trade between regions , water right trade in a region , sewage resources trade , the authors points out that developing water right market and adopting water right trade to re-dispose water resources , is one of the most efficient ways to alleviate the problem of water shortage of Jinan City.
