基于能源供给安全的国家之间能源政策的博弈——兼评中日俄间的“安大线”与“安纳线”之争

Game on Energy Resources Policies among Nations Based on the Security of Energy Resources Supply: Comment on Sino-Russia's Argument on "Angarsk-DaqingLine" and "Angarsk-Nakhodka Line

本文认为能源供给安全是一个国家的核心问题 ,中国的能源安全是影响中国未来发展的重大问题之一 ,政府在这一问题上将起到重大的作用是不言而喻的。当企业之间的竞争影响到国家能源供给安全时 ,这种竞争转化为企业借助国家力量来实现竞争目标 ,中日之间关于“安大线”和“安纳线”的竞争 ,从表面上看是企业为各自的利益针对俄罗斯石油输出的竞争。由于最终结果影响到一个国家的能源供给安全 ,所以适度的国家干预是十分必要的。

This paper believes the supply of energy resources is one of the core issues of national security and the security of energy resources in China will have great influence on its future development, which, therefore, justifies the government's role on this issue. Once the competition between firms affects the security of national energy resources supply, it turns into another situation where national power is resorted to achieve firms' goal. So, Sino-Russia's argument on 'Angarsk-Daqing Line' and 'Angarsk-Nakhodka Line' appears to be the competition the oil export in Russia. Since this competition, ultimately, would affect the security of national energy resources supply, appropriate governmental intervention is very necessary.
