摘要
随着信息技术的发展,基于提高政府办事效能的目的,信息手段被广泛应用于政府部门管理,政府办公自动化系统(以下简称OA系统)应运而生,且越来越成为提高政府内部效能的重要手段。目前,流程控制方式是OA系统的一种比较常见的技术实现方式。本文将从流程控制的来源,其应用到政府办公所产生的问题,分析产生问题的内在原因。进而以政府部门组织原理,结合实际,提出一套更适合政府部门办公的OA系统实现方式即基于(可设定)组织关系的控制方式。
With the development of information technique, information means have been widely applied for governmen management and government office automation (OA) system emerged at the right moment. At present, process control is a common technical realization mode of OA system. In this paper, the source of process control and the problems occurring in government office work are introduced and the internal reason for the problems are analyzed. In combination with practice, a set of OA system realization mode more applicable for government office work is put forward.
