摘要
陕北人才问题严重,主要是人才总量不足、素质偏低、结构失衡、浪费严重和流失惊人。解决问题的对策在于更新人才理念、加大人才开发、变革人才机制和改善人才环境。
Quantitative scarity,poor quality,structural imbalance,waste and brain drain constitute the problems of talents of North Shaanxi.To solve them,measures to take should be to regenerate the concept of talents,to advance the exploitation of professional resources,to reform the employment mechanism and eventually to better their environment.
