Starting from the angle of operators of state owned enterprises, the articledeeply analyses the cause of disease of the predicament of big enterprises and pointsout that enterprise property right is not clear, as a cause of disease in restricting thedevelopment of the enterprises. As a result, a series of problems like personnel,treatment and management arise thereof.
