“普惠制”扶持中小企业导致资源分散使用。扶持中小企业应以提高宏观经济效率为根本目的,扶持对象选择效益高、创新型等七个领域企业,扶持方式以间接扶持为主。

Generalized System of Preferences adopted in supporting small and medium enterprises will decentralize supporting resources. The support of the small and medium enterprises should aim at improving the national economic efficiency, the objects of the support should be chosen closely, and the ways of the support should be mainly indirect.
