Problems and Reform Orientation of China's Investment System:

我国投资体制改革一直是20多年来经济改革的重点。由于投资的决策、立项与管理涉及政府各有关部门、中央和与地方政府及企业之间分工与合作关系。虽然投资体制改革多年,并出台了众多的方案,但并没有取得显著的成效。本刊选登的张汉亚教授的论文,对我国投资体制改革中存在的诸多问题以及改革方向进行了深入的分析探讨。旨在引起学界同仁对这一问题的关注。

Editor's notes: Over the past 20 years of China' s economic reforms, the reform of investment system has always been a central problem. Because the decision-making of investment, the setting-up of a project and management involve various related departments of the government, the relations of labor-division and cooperation betwttn the central and local government and the enterprise, hitherto no apparent results have been achieved after years of reform and numerous plans put forward. Prof .Zhang Hanya's thesis is published here to serve as a reference for the discussion about reforms of Chian' s investment system.
