摘要
保密绩效管理是保密管理的核心。运用战略性绩效管理理论及平衡计分卡工具,结合我国保密工作的实际,探析保密绩效的含义、类别、特点以及保密绩效管理的含义、意义与环节;并以保密绩效管理的环节为主线,探讨保密绩效管理的实施要点,绘制保密战略地图框架,构建保密绩效管理及评估框架体系。期望为加强保密绩效管理与健全保密绩效管理体系提供参考和支撑。
Secrecy performance management is vital to secrecy management.Drawing on the strategic performance management theory and balanced scorecard(BSC),this paper took account of China’s secrecy work and probed into the meaning,categories,characteristics of secrecy performance as well as the meaning,significance and links of secrecy performance management.Meanwhile,centering on the links of secrecy performance management,this paper explored how to implement secrecy performance management,drew a secrecy strategic map and established a management-and-evaluation system of secrecy performance,expecting to provide reference and support for enhancing secrecy performance management and improving secrecy performance management system.
