美国网络安全人力资源管理模式及启示

摘要 随着"网络空间安全"被增补为一级学科,网络安全人才培养议题引起国内学术界的诸多关注。毋庸置疑,科学而客观的人才培养模式能有效解决网络安全人才的"入口"问题,但对"入后"的网络安全人才实施有效管理是网络安全人才队伍稳定与健康发展的保证。本文从人力资源管理职能的角度,深入分析与归纳美国网络安全人力资源管理在工作分析、人力资源规划、招聘、培训与开发、绩效与薪酬管理等职能方面形成的指导性框架,并探讨对于我国网络安全人力资源管理的启示。 As'cyberspace security'was supplemented to national first-level discipline,the issue of cyberspace security talents training system has aroused a great deal of attention from the domestic academia.No doubt,scientific and objective cyberspace security talents training mode can effectively solve the'access'problem of cyberspace security talents,but effective management of cyberspace security employees is a guarantee for the stable and healthy development of cyberspace security talent team.Based on the perspective of human resources management function,this paper analyzed and concluded the instruction framework of the cyberspace security human resource management in the United States including job analysis,human resource planning,recruitment,employees’training and development,performance and compensation management.Research of the advantage of US is very beneficial and referable for China and some suggestions are given for further discussion.
