摘要 投资效率对电网的投资决策有着举足轻重的影响,科学的评价方法是有效评价投资效率的前提。根据电网项目的特点,选取DEA作为投资效率的测算方法,采用熵权法对投入产出指标进行赋权,并在熵权法基础上引入"区分度"的概念.对得到的投入产出指标进行筛选。利用DEA评价方法对江苏20座新建变电站项目的投资效率进行测算,并对测算结果进行比较,实证分析中提出"理想决策单元"方法对20座变电站项目的投资效率进行排序,从而明确了电网项目投资效率的优劣,将效率较差者作为重点调整对象。 The investment efficiency has a decisive influence on the investment decision of power grid,and the scientific evaluation method is the premise of the effective evaluation of the investment efficiency.According to the characteristics of power grid project,DEA is used to calculate the investment efficiency,the input and output indicators is empowered with entropy method,and 'discrimination' concept is introduced to select the input and output indicators based on the entropy weight method.Finally,the investment efficiency is calculated with the DEA of 20 newly-built substation projects in Jiangsu,a comparison is made between the results,and the ordination of ideal decision making unit is used to classify the investment efficiency of 20 substation projects,taking the project with low efficiency as a key project to control.
