民族地区贫困治理阻滞因素及政策路向——基于TOE理论框架的分析

The Restrictive Factors of Poverty Governance in Ethnic Areas and Policy Direction: Based on TOE Theoretical Framework

以政策文本作为民族地区贫困治理阻滞因素的研究对象,既有利于促进研究范式与工具方法的视角创新,也有利于厘析治理困境,提升治理效率。广西壮族自治区扶贫官网公开发布的政策数据显示,技术因素对当前民族地区贫困治理的特征最为显著,也是关键阻滞因素;其次是环境因素,尤其是法律规范与社会参与方面的阻滞性相对明显;而组织因素相对较弱。文章从TOE理论分析视角拓宽了贫困治理研究的视野,为当前民族地区贫困治理提供了学理性和实践性的参考。

Taking the policy text as the research object of the poverty-stricken governance factors in ethnic areas is not only conducive to promoting the innovation of research paradigms and tools and methods,but also to analyze the dilemma of governance and improve the efficiency of governance. According to the policy data released publicly by the Guangxi Zhuang Autonomous Region’s poverty alleviation official website,the technical factors are the most significant features of the current poverty control in ethnic areas,and are also the key factors;secondly,environmental factors,especially the legal norms and social participation. Obvious;organizational factors are relatively weak. The research not only broadens the horizon of poverty governance research from the perspective of TOE theoretical analysis,but also provides a theoretical and practical reference value for poverty governance in ethnic areas.
