机场建设项目的社会稳定风险因素研究

Research on Social Stability Risk Factors of Airport Construction Projects

文章通过对机场项目的决策、建设和运营各阶段利益相关者与项目关联性的分析,系统、全面地界定了可能影响社会稳定的六大类风险因素,包括拟建机场的生态环境风险因素、征地拆迁补偿及安置风险因素、财务风险因素、经济社会影响因素、机构能力和项目管理因素、媒体舆情因素,为机场建设社会稳定风险评估提供了依据,并简要提出了相应的风险防范和化解措施。

Through analyzing the relevance between various stakeholders in different decision,construction and operational stages of airport project and the project,this article systematically and comprehensively defined six categories of risk factors with the possible impact on the social stability,including the ecological environmental risk factor of proposed airport,land requisition compensation and resettlement risk factor,financial risk factor,economic and social influence factor,institutional capacity and project management factor,and public opinion factor of the media,it provided the basis for the social stability risk assessment of airport construction,and briefly proposed the corresponding risk prevention and resolution measures.
