摘要
通过对西北某民族自治县农村中小学布局调整政策执行路径进行田野追踪研究,从目标认知、执行偏好、执行逻辑三个维度来把握一项国家教育政策在民族地区落地执行各方的特殊行动逻辑。在肯定中央主导下民族地区教育政策执行积极作用的同时,对民族地区执行政策的问题进行剖析。认为以优化体制改革为抓手,明确相应执行主体的职责权限,优化机制,增强执行教育政策的工作效能,应是今后优化中央主导下民族地区教育政策执行的主要方向。
This paper,through the field tracking research on the implementation path of the layout adjustment policy of rural primary and secondary schools in northwest ethnic autonomous counties,discusses all parties involved in the implementation of a national education policy in ethnic areas from the three dimensions of target cognition,execution preference and execution logic.While affirming the positive role of education policy implementation under the leadership of the central government,this paper also analyzes the problems of policy implementation in ethnic areas.Taking the optimization of institutional reform as the starting point,it is the main direction to optimize the implementation of education policy in ethnic minority areas under the leadership of the central government in the future to clarify the responsibility and authority of corresponding execution subjects,and optimize the mechanism and enhance their performance in implementing education policy.
