陕西省海绵城市建设方法探索

Recommendations about sponge city construction in Shaanxi Province

为贯彻落实习近平总书记讲话及中央城镇化工作会议精神,大力推进建设自然积存、自然渗透、自然净化的"海绵城市",国务院、住建部、财政部已发布一系列海绵城市建设相关政策,而陕西省目前并无出台强制性的海绵城市规划设计导则。这种情况下,综合考虑各类低影响开发设施的功能性、经济性以及景观效果,本文建议我省海绵型小区建设可首先从下沉式绿地、生物滞留设施、雨水罐、具有调蓄功能的景观水体、植草沟及植被缓冲带入手,在工程造价涨幅可控范围内,做到提升城市生态系统功能并提高小区的舒适度及观赏度。

In order to implement the speech addressed by President Xi and the spirit of Central Urbanization Conference,the central government has published a series of relevant policies to construct Sponge City. However,the Government of Shaanxi Province,has not published relevant policies.Under this circumstance,this paper recommends neighborhoods construction projects in Shaanxi Province,and suggested that the'sponge city'construction could start with permeable pavement,depressed green space,bio-retention,rainwater pot,landscape water-body with regulation and storage capacity,transmission-type grass ditch and vegetation buffer strand.That could improve eco-function of urban area and promote comfort level and enjoyment of neighborhoods at the same time.
