论建立陕西省级农村土地银行的必要性

Concerning the necessity of the Shaanxi Provincial rural land bank established

目前国内土地银行以试点形式存在,多为市县、镇村级别,但真正省级意义上的土地银行并未出现。本文通过对农村土地银行产生背景和主要特征分析,结合陕西省实际,提出建立省级农村土地银行将成为推进农村改革发展的现实需要,规范引导农村土地经营权有序流转,解决新农村建设中资金匮乏问题,保障粮食安全,促进现代农业发展,实现农村长治久安。文章同时对建立陕西省级土地银行提出了具体建议。

At present,the domestic land bank in the form of pilot exists,mostly city and county,village level,but the true provincial land bank did not appear.Based on the analysis of the rural land bank background and main characteristics,combined with the actual situation of Shaanxi Province,the paper proposes the establishment of a provincial rural land bank will be needed to promote rural reform and development of the rural reality,which will standardize and guide the orderly transfer of land management rights,solve the problem of lack of new rural construction of Chinese golden,food security,and promote the development of modern agriculture,realize the long period of stability.At the same time,the paper puts forward specific suggestions to establish Shaanxi provincial land bank.
