摘要
农村集体经营性建设用地入市时序研究对增加建设用地供给、盘活农村土地资产、把握土地供应节奏具有重要意义。本研究借鉴土地整理及国有建设用地利用时序的相关研究成果,从宗地属性、区位属性、经济属性3个层面选取7个评价指标,综合运用专家打分法和结构熵权法确定评价指标权重,构建安达市农村集体经营性建设用地入市时序研究的评价体系。同时,运用综合指数法测算了入市时序得分。结果表明:(1)近期入市、中期入市、远期入市宗地分别占到拟入市宗地面积的22.37%、51.74%和25.89%;(2)经济距离和发展定位是影响农村集体经营性建设用地入市时序的最重要两个因素。受其影响,不同入市时序的拟入市宗地具有空间上的集聚或者组团分布特征;(3)未来安达市在农村集体经营性建设用地投放入市过程中应优先考虑近期入市和中期入市的宗地。对于远期入市宗地则应着重改善影响宗地入市的限制性因素,根据市场需求逐步入市。
It is of great significance to increase the supply of construction land,revitalize the land assets and grasp the rhythm of land supply in marketing scheduling research of rural collective commercial construction land(RCCCL).In order to construct the evaluation system of study in Anda City,seven evaluation indexes were selected from three aspects:land parcel attribute,location attribute and economic attribute which learns from scheduling research of land use and land use construction,and the weight of evaluation index was determined by expert scoring method and structural entropy method.At the same time,using comprehensive index method to calculate score.The results show that:(1)the recent market,the mid-market,long-term market accounted for 22.37%,51.74% and 25.89%in the planned land area;(2) economic distance and development orientation which are the most important two factors that affect the marketing scheduling of RCCCL cause a spatial clustering or group distribution characteristics in differentmarketing scheduling of RCCCL.(3)in the future of Anda City,the recent market and the midmarket should be considered as priority of marketing schedule of RCCCL.The long-term market of RCCCL should focus on improving the impact case of restrictive and limited factors,and gradually marketed according to market demand.
