永久基本农田保护问题与对策探讨

Discussion on problems of permanent prime farml and protection and its countermeasures

永久基本农田保护是中国的一项基本国策,战略地位突出。经过多年的演变,国家出台了一系列永久基本农田保护政策。由于划定结果存在隐患、保护主体目标不一、缺乏激励机制、政策难以落地等问题,永久基本农田保护面临诸多挑战。本文提出采用综合评价方法、引入动态保护机制、加强提质改造管理、建立保护激励机制、理顺保护政策体系等举措,以期为永久基本农田保护提供一定参考。

As the basic state policy of China,permanent prime farmland protection has a prominent strategic position.After years of evolution,the state has introduced a series of permanent prime farmland protection policies.There are many challenges for permanent prime farmland protection because of the hidden danger of the delimitation result,the different objectives of the protection subjects,the lack of incentive mechanism and the difficulty of landing the policies.This paper puts forward some measures such as comprehensive evaluation method,introducing dynamic protection mechanism,strengthening quality transformation management,establishing excitation machanism for protection,and straightening out protection policy system,so as to provide certain reference for permanent prime farmland protection.
