西安市人口城镇化与土地城镇化质量协调发展研究

Study on the coordinated development of population urbanization and land urbanization quality in Xi′an

本文以西安市为研究对象,通过建立人口城镇化与土地城镇化协调发展评价指标体系,对西安市2006～2016年城镇化进程中人口与土地的耦合协调状况进行分析。研究表明:①研究期间,西安市土地城镇化指数与人口城镇化指数分别从2006年的0.064 9、0.096 9增长到2016年的0.921 0、0.977 1,整体上呈现逐年升高的趋势。②根据土地城镇化和人口城镇化的耦合协调发展来衡量,可将西安市城镇化进程分为三个阶段,即西安市城镇化进程经历了失调阶段(中等失调等级)-磨合阶段-协调阶段(良好协调等级)。西安市在城镇化进程中,应在政策范围内,结合城市发展现状,因地制宜制定城市发展战略,将城市发展重心放在土地与人口的协调发展上,以提升城镇化质量。

This paper takes Xi′an as the research object,and analyzes the coupling and coordination of population and land in the process of urbanization in Xi′an from 2006 to 2016 by establishing an evaluation index system for the coordinated development of population urbanization and land urbanization.Rsearch shows that:① During the study period,land urbanization index and population urbanization index in Xi′an increased from 0.0649,0.0969 in2006 to 0.9210,0.9771 in 2016,showing a trend of increasing year by year.②According to the coupled and coordinated development of land urbanization and population urbanization,the process of urbanization in Xi′an can be divided into three phases.That is,the process of urbanization in Xi′an undergoes an out-of-step phase(middle-level disorder level),question and problem phase,coordination phase(good coordination level).In the process of urbanization,within the framework of the policy,Xi′an City shall combine the current status of urban development,formulate urban development strategies according to local conditions,and focus urban development on the coordinated development of land and population in order to improve the quality of urbanization.
