社会资本参与土地整治项目的激励机制初探

A primary study on incentive and regulation of social capital participation in land remediation

将社会资本纳入土地整治项目的建设与运营,有助于引入市场竞争机制,建立政府主导、社会参与的工作机制,充分调动各方积极性。本文在分析社会资本参与土地整治的现状及途径的基础之上,探讨了社会资本参与土地整治工程建设面临的资金整合不够、激励机制不足、招投标制度不健全、行政审批政策滞后、收益难以保障、融资能力薄弱、退出机制不完善等问题,并提出了发挥政府主导作用、激发社会资本活力等社会资本参与土地整治工程建设的相应建议,以期为社会资本参与土地整治项目建设提供有益参考。

To bring social capital into land remediation project is beneficial for introducing market competition mechanism,establishing a working mechanism of government-led and social participation,motivating the enthusiasms of all parties.Based on the analysis of the status and approaches of social capital to participate in land remediation project.This paper discusses the facing problems such as insufficient capital integration,lack of incentive mechanism,imperfection of the bidding system,lagging of administrative examination and approval policy,weak of financing ability,imperfect of quit mechanism while social capital participating in land reclamation project.Suggestions are put forward such as playing the leading role of government,stimulating the vitality of social capital and suggestions,in the hope of providing useful references for social capital to participate in land remediation projects.
