英国棕地治理开发案例分析与启示

The case analysis of brownfields governance and development in Britain and its enlightenment

本文通过搜集英国棕地治理开发的相关文献,阐述了英国棕地的概念、棕地治理的发展与现状,列举了公众用地、科技园区、工业遗址三种不同类型的棕地治理开发案例,分析了其棕地治理的技术手段、资金支持与运营模式等,并结合英国棕地治理开发的经验,从健全棕地法律法规体系和监管机构、制定国家层面的棕地标准、建立政府、企业和民间的协同合作机制、完善棕地基础信息建设等四个方面,提出对我国棕地治理的建议。

By collecting relevant literatures on brownfield governance and development,this paper elaborated the concept,development and current situation of brownfield governance and development in Britain,listed three different types cases:public land,science and technology park and industrial site and analyzed the technical means,financial support and operation mode,etc.Combined with the British experience in brownfield governance and development,suggestions on the governance of brownfield in China are put forward from the following four aspects:improving the brownfield legal and regulatory system and regulatory agencies,formulating the brownfield standards at the national level,establishing the cooperative mechanism among the government,enterprises and the private sector and improving the basic information construction of brownfield.
