摘要
本文依托绥德县吉镇镇等10个城乡建设增减挂钩项目,通过选取有效土层厚度等6个方面构建评价指标体系,应用特尔斐法确定权重,依据《农用地质量分等规程》,采用"多因素综合评价法"对该地区31.368 8 hm^2新增耕地质量等别进行评价。研究表明:省级自然等为3等或4等,省级利用等为3等、4等或5等,省级经济等为2等或3等;新增耕地国家级自然等为14等,利用等为13等或14等,国家级经济等为13等。经过对新增耕地质量评定,实现了耕地数量增加和质量提升。
Based on the increase and decrease connection projects of urban and rural construction in 10 townships and counties such as Jizhen town,Suide county,this paper constructs the evaluation index system by selecting the 6 aspects of index such as the effective soil layer thickness,and the weight determined by using the Delphi method.Based on the Farmland Quality Grading Regulations,the quality grades of 31.368 8 hm^2 new cultivated land in the area were evaluated using the multi-factor evaluation method.The results showed that the physical grade indices,the use grade indices and the economic grade indices of new cultivated land were divided in to 3 or 4 grades,3,4 or 5 grades,2 or 3 grades respectively based on provincial level;The cultivated land are divided into 14 grades,the use grade indices and the economic grade indices of new 13 or 14 grades,13 grades respectively based on national level.In conclusion,not only the quality of cultivated land is increased but also the quantity is promoted through evaluating the new quality of cultivated land.
