延安市建设用地节约集约利用研究

Study on economical and intensive utilization of construction land in Yan’an

随着社会经济的飞速发展,城镇化水平日益提高,伴随而来的土地粗放利用、摊大饼式发展等问题日益突出,对建设用地节约集约利用的研究显得尤为重要。本文以陕西省延安市为研究区域,利用多因素综合评价法构建了投入强度、利用强度、利用结构、利用效益、促进新型城镇化发展5个准则层、16个指标的评价体系,运用模糊层次分析法确定权重,对2017年延安市建设用地节约集约利用水平进行评价。结果表明,延安市节约集约利用水平空间分布特征大体为北部集约、南部粗放,这与传统的'南农北油'生产格局关系密切;各县应培育各县特色产业,加快产业转型升级,促进建设用地节约集约利用水平提高。

With the rapid development of social economy,the level of urbanization increasing day by day,and the problems such as extensive land use and cake-sharing development are becoming more and more prominent,so it is particularly important to study the economical and intensive utilization of construction land.Taking Shaanxi province as the research area,this paper uses the multi-factor comprehensive evaluation method to build an evaluation system including 16 indexes and five criteria layers(input intensity,the use of strength,use structure,use efficiency and development of new urbanization).The fuzzy analytic hierarchy process(AHP)is used to determine weight,level of economical and intensive use of construction land in Yan’an in 2017.The results show that in Yan’an,the horizontal spatial distribution characteristics of economizing and intensive utilization are generally intensive in the north and extensive in the south,which is closely related to the traditional production pattern of'south rich in agriculture and north rich in oil'.Counties should cultivate their characteristic industries,accelerate industrial transformation and upgrading,and promote the economical and intensive use of construction land.
