乌鲁木齐市城市土地高质量利用综合评价

Comprehensive evaluation of high-quality utilization of urban land in Urumqi

文章旨在剖析乌鲁木齐市城市土地高质量利用方面存在的难题,从城市土地投入指数、土地利用指数、土地产出指数、土地可持续利用指数四个视角,构建城市土地高质量利用综合评价体系,运用变异系数法和熵权法计算组合权重,采用聚类方法进行土地高质量利用评价参考标准分级,采用综合评价测度城市土地利用质量。结果表明,2007~2017年乌鲁木齐市土地高质量利用水平整体运行良好,已处于高效利用阶段。在土地供给投入方面,固定资产投资资金和城市建设用地面积投入较好,但单位面积从业人员密度有待提高;土地利用方面,居住用地和工业建设用地需要提高单位面积的经济利用效益;土地产出方面,居民人均可支配收入较高,但工业总产值、社会消费额急需调整提升;土地可持续利用方面,建成区绿化率和城市生活垃圾处理率需要进一步改善提高。因此,提出盘活挖掘存量、'以减定增'建设用地流量、提升经济密度、优化配置效率、着重提高绩效、严守规划红线等对策,实现乌鲁木齐城市土地资源供需的高质量利用与可持续发展。

The article aims to build a high quality of urban land use comprehensive evaluation system by analyzing difficulties in high quality land utilization in Urumqi city from the input index,index of land use of urban land,land output index,index of sustainable land use four perspectives.The weight combination was used to calculate by using the variation coefficient method and the entropy weight method and using clustering method to high quality land use evaluation grade of reference standards,using the comprehensive evaluation measure to the quality of the urban land utilization.The results show that from 2007 to 2017,the high quality utilization level of land in Urumqi city runs well and has been in the stage of efficient utilization.In terms of land investment index,fixed asset investment funds and urban construction land area investment are good,but the labor density per unit area needs to be improved.In terms of land use,residential land and industrial construction land need to improve the economic use efficiency per unit area.In terms of land output,the per capita disposable income of residents is relatively high,but the industrial output value,social consumption and land transfer value are in urgent need of adjustment and improvement.In terms of sustainable land use,the greening rate of built-up areas and the rate of urban household waste disposal need to be further improved.Therefore,the paper puts forward some countermeasures,such as making full use of the existing resources,'reducing the fixed amount of increase by reducing the fixed amount of increase',improving the economic density,optimizing the allocation efficiency,focusing on improving the performance,and strictly adhering to the land planning,so as to realize the high-quality utilization and sustainable development of the supply and demand of urban land resources in Urumqi.
