关于深化地质工作改革的若干新思考

About Several new Ideas on Deepening Geological Reform

按照社会主义市场经济的要求,要通过深层次的改革工作,建立统一、协调、有序、高效的地质工作管理体制,构建高效灵活的地勘企业经营机制。深化地质改革工作就要通过强化自然资源行政主管部门对地质和矿产资源执法监督职能,促进矿产资源优化配置和合理利用,做到矿产资源严格管理和有效保护;要通过改革充分发挥市场对资源配置的主导作用,实现地质工作的政企(事)分开、管办分离,将从事具体生产经营业务的属地化国有地勘单位实现重组、改制,将其彻底转变为自主经营、自负盈亏、自我约束、自我发展的经济实体,使地质工作更加紧密地与国民经济和社会发展相结合,更好地服务经济建设。

According to the requirements of the socialist market economy,There should establish a unified,coordinated,orderly and efficient geological work management system through the deep reform,and then construction efficient and flexible management mechanism of geological prospecting enterprises. To deepen the geological reform work,The functions of law enforcement and supervision of land and resources administrative departments need to be strengthen,besides,the rational allocation and rational utilization of mineral resources should be promoted,which ensure the strict management and effective protection of mineral resources;moreover,Through reforms to give full play to the leading role of the market in resource allocation and realize the separation of government from enterprises and management in geological work,what’s more,the local state-owned geological prospecting units engaged in specific production and business operations shall be restructured to completely transform themselves into economic entities that operate independently,take responsibility for their own profits and losses,and are self-restricting and self-developed.Ensure geological work more closely integrate with national economic and social development,and to better serve for economic construction.
