北京市小城镇镇村联动实施模式研究

Research for the Implementation Model of Common Development of Towns and Villages in Small Towns of Beijing

镇村联动,就是把乡镇所辖范围的城镇和村庄作为一个整体,按照城乡一体化的发展目标和要求统筹规划,实现以镇带村,镇村融合,联动发展。在北京市两线三区、减量提质和集约高效利用土地的宏观背景下,小城镇规划在实施方面面临诸多困难和挑战,导致小城镇的镇区与村庄发展不均衡。本文通过对北京市小城镇现有的规划实施模式进行研究,从政府、规划师、企业、村民多种角度分析镇村联动的现存问题及迁并型村庄发展缓慢的原因。研究目的是优化小城镇的实施路径和提高小城镇规划的可实施性。

Small Towns' planning faces many difficulties and challenges in the implementation, which leads to uneven development of towns and villages in Small Towns. This paper studies the existing planning and implementation patterns of small towns in Beijing, and analyzes the existing problems and the reasons for the slow development of villages from various angles of government, planners, enterprises and villagers. The aim is to optimize the implementation path of small towns and to improve the implementation of Small Town planning.
