摘要
随着我国城镇化进程的推进,人户分离的现象日益严重。这些人口大部分在城乡之间流动,既是城市居住半年以上的常住人口,又是农村的户籍人口,这使得传统城乡规划中按人口预测和人均建设用地指标来确定城乡建设用地规模的方式变得相对复杂。本文通过建立人户分离情景下的人地挂钩模型,系统分析了按照传统规划方法预测建设用地规模存在的问题,提出在城镇化过渡期间城乡人口双重计算和城乡双重占地现象存在的现实性,应在规划编制、实施和管理中给予相应考虑。
With the progress of urbanization in our country, the seperation of registered and actual residence is increasingly serious. Most of these people are both permanent residents living in cities for more than six months and rural registered, the mobility of these people between urban and rural makes the traditional method to determine the urban and rural construction land scale based on the population projections and per capita construction land use relatively complex. This paper established a model of the connection of population and construction land under the seperation of registered and actual residence, systematically analyzes the problems of the traditional model existing in predicting the scale of construction land. This paper considers that the double counting of urban and rural population and dual occupancy of urban and rural areas are reasonable during the transition of urbanization, and this should be thought about in planning, implementation and management.
