PPP模式下准经营性项目产品定价问题研究:模型建构与案例验证

The Quasi-Commercial Product Pricing Model Under PPP Mode:Model Construction and Case Verification

定价机制的选择作为PPP项目利益分配机制的核心,是PPP模式发挥作用的重要条件。定价太高,公众的利益得不到保障,公共产品的福利性得不到体现;定价太低,私人部门没有收益,影响合作的效率和效果。因此,为减少PPP项目谈判交易成本,缩短融资时间,提高项目筹备工作效率,促使PPP项目定价机制走向公正、客观,有必要对产品的定价问题进行研究。本文以准经营性项目为研究对象,在PPP模式下,以产品的定价机制为切入点,以博弈论为理论支撑,以收益与风险对等为基本原理,以系统动力学为技术支持,构建基于完全信息状态下的博弈定价模型,通过求解发现产品价格是关于消费量等影响因素的一阶函数。最后以G市农产品加工园区污水处理厂PPP项目进行案例验证,证明本文博弈定价模型的可行性,期望科学合理地定价以有效吸引更多社会私人资本投入的同时,也能为政府主管部门或公共部门的定价决策提供依据和参考。

The choice of pricing mechanism is the core of the benefit distribution mechanism of PPP project,and it is the important condition for PPP mode to play its role.If price is too high,not only the public's interests but also the welfare of public goods can not be guaranteed.If price is too low,there is no income in private sector,which will affect the efficiency and result of cooperation.Therefore,in order to reduce transaction costs,shorten financing time,improve the efficiency of project preparatory work and make PPP project pricing mechanism to be fair and objective,it is necessary to study the pricing mechanism.The author construct a complete information pricing model under PPP mode by taking the quasi-commercial project as object,the product pricing mechanism as point,the game theory as theoretical support,the equivalence of income and risk as basic principle and the system dynamics as technical support.It is found that product price is a function of many influencing factors such as consumption.Finally,the feasibility of pricing model is proved by a PPP project of wastewater treatment plant in G city.All what we do is to expect the scientific and reasonable price to effectively attract more private investment,and provide some reference for government or public sector at the same time.
