Based on reviewing literatures about industrial clusters at home and abroad,it sumaries the concept,character and motivation in the cluster-related research field. Then it introduces the national,sectoral and firm levels on industrial cluster and their basis,as well as the structure of cluster in the competitive environment. Finally it points out the restriction of cluster in its use as a tool of policy.
