S&T Management in High Institution:Separation, Intercross and Integration of Management Right with Academic Right

管理权与学术权的分离与整合,是高校科研工作发展的急需。在此,讨论了管理权与学术权的界定、分离、交叉、重叠和整合,认为管理权的行使应以"科技管理专家"为主,学术权应归属于"科学家和工程技术专家"。

The separation and integration of management right with academic right are urgently required for the development of scientific research work in high institution. For this reason,it discusses the definition,separation,intercross,superposition and integration of management right and academic right. Then it concludes that the management right should be exerted mainly by S&T management experts,and the academic right should be attached to scientists and engineering technicians.
