当前在"放、管、服"执法体制改革深入推进的背景下,在《进出口商品检验种类表》进一步调整以后,强化以执法稽查为重要内容的检验检疫监管路径改革势在必行,但长期制约检验检疫执法稽查效能的因素依然存在,广东出入境检验检疫局经过多年的试点与实践,总结出了一套检验检疫执法稽查样本或可供借鉴。在顶层设计上构建全方位、多层次的执法稽查体系时机已然成熟,此举必将为新形势下检验检疫事业的持续发展提供强大保证。

The law enforcement inspection departments are under the background of reform to delegate power,streamline administration and optimize government services.The important way for inspection and quarantine supervision is to reform aimed to strengthen the law enforcement inspection,especially after the adjustment of catalogue table.But the factors that limit the effectiveness of inspection and quarantine still exist,after years of pilot and practice,inspection and quarantine practice in Guangdong has been developed,including a comprehensive multi-level law enforcement inspection system in the top-level design,will provide a strong guarantee for the continuous development of inspection and quarantine in the new situation.
