深入开展基层执法稽查工作是维护产品质量安全"最后一道防线"的有效手段,也是提高检验检疫工作质量管理水平的有效手段,更是履行检验检疫机构保护国门安全职责的有效手段。当前基层执法稽查工作中还存在相关法律法规不健全、执法人员法律素养参差不齐、法制教育单一、执法水平不高、法治思维欠缺等问题。加强法制教育,树立法治思维,提升执法稽查人员的自身素质和解决问题的能力是当前基层执法稽查工作重中之重。

To carry out the work of grassroots law enforcement inspection is an effective means to the 'last line of defense' of maintaining product quality and safety,is also an effective way to improve the management level of quality inspection and quarantine,and to perform the inspection and quarantine institutions abroad to protect the effective means of security responsibilities as well.At present,there are still some problems in the grassroots law enforcement inspection authorities,such as the imperfect laws and regulations,the uneven legal accomplishment of law enforcement officers,the singleness of legal education,the low level of law enforcement and the lack of the rule of law.The most important thing in law enforcement inspection is to strengthen the legal education,establish the rule of law thinking,improve the quality of inspectors and their ability to solve problems.
