随着跨境电商的快速发展,通过快件、邮件等跨境电商方式入境的货物存在安全威胁频繁被截获,且数量大幅上升;跨境电商小批量、多批次、数据化等有别于传统贸易的特点,给检验检疫部门的监管工作带来了严峻挑战。既要防范生物安全风险、传染病风险和质量安全风险,又要提升通关速度,引导业务可持续发展,这给检验检疫的监管工作也提出了更高的要求。因此,从风险管理的角度,及时完善跨境电商检验检疫监管模式,破除监管瓶颈,促进跨境电商业务可持续发展,已成为检验检疫机构的重要工作任务。

With the rapid development of cross-border e-commerce,more and more security threats intercepted frequently which enter by express and posts and postal parcels.The characteristics of small quantity,multi-batch and digital of cross-border e-commerce are different from traditional trade,which have brought serious challenges to the supervision of the inspection and quarantine department.In order to guard against the risks of biosafety,infectious diseases,quality and safety,and to improve the speed of customs clearance,guide the sustainable development of business,which puts forward higher requirements for inspection and quarantine supervision.To improve cross-border e-commerce inspection and quarantine supervision based on risk management,break the bottleneck,promote cross-border e-commerce sustainable development,has become an important task of inspection and quarantine institutions.
