摘要
办好特殊教育,是我国新时代特殊教育发展的新主题、新目标和新任务。依据新时代习近平中国特色社会主义思想,采用战略规划的相关方法,对办好新时代特殊教育的历史阶段和社会环境进行分析,明确"办好特殊教育"的内涵和目标,分析"办好特殊教育"的重点任务,提出实施路径和基本策略,以期为各地办好特殊教育提供决策依据和政策建议。
Upgrading special education is a new theme,new goal and new task for the development of special education in China in the new era.Based on Xi Jinping’s socialism ideology with Chinese characteristics in the new era and the relevant methods of strategic planning,some important strategic issues of special education in the new era are studied with the purpose to provide decision-making reference and policy suggestions for upgrading special education in local areas.
