摘要
目标是一切活动的出发点和归宿。探究我国特殊教育行政管理体制改革目标,对于"办好特殊教育"价值重大。在界定行政管理体制改革、教育行政管理体制、特殊教育行政管理体制改革等核心概念基础上,在分析特殊教育行政管理体制改革过程中的动力和阻力前提下,本研究从特殊教育行政管理体制改革目标确立的原则、特殊教育行政管理体制改革的具体目标两个方面,论证我国特殊教育行政管理体制改革目标,旨在为发展、支持乃至办好我国的特殊教育提供管理对策及政策建议。
Objective is the start and termination of all activities.It is of great importance to explore the objective of administrative system reform and upgrade special education.On the basis of defining administrative system reform,education management system and administrative system reform for special education,the impetus and obstruction in the process of admistrative system reforem were analyzed as the presupposition.The objective of administrative system reform were supported from the principles and concrete objective of special educationadmistrative reform in order to provide countermeasures and suggestions to develop,support and upgrade the special education.
