A Brief Analysis of High-quality Special Education Service System in Britain: Based on Education, Health and Care Plan

教育、医疗和社会保障计划是2014年英国特殊教育服务体系改革的重要举措,旨在进一步完善特殊教育服务体系,探索更高质量的特殊教育。在英国教育、医疗和社会保障计划中,'以人为本'的特殊教育理念得到了彰显,特殊教育服务流程得到了规范,特殊教育保障机制得到了完善。英国在提高特殊教育服务质量方面的经验,为我国进一步完善特殊教育服务体系提供了启示。

The Education,Health and Care Plan is an important initiative in the reform of the UK’s special education service system in 2014,which aims to further improve the special education service system and explore higher-quality special education.Through the interpretation of the British education,medical and social security programs,it is found that the special education service process has been standardized,the special education security mechanism has been improved,and the people-centered concept of special education has been highlighted.This paper summarizes the experience of the UK in improving the quality of special education services and provides reference for China to accelerate the establishment of a sound special education service system.
